Telegram briefly disappeared from Apple’s App Store this week, triggering confusion among users and renewed questions about how the messaging platform handles harmful content. The app was restored within a day, but the episode has reignited scrutiny of Telegram’s moderation practices and its long history of regulatory run-ins around the world.

What Happened With Apple’s Takedown

Apple removed Telegram from the App Store globally on the night of Monday, August 3, citing concerns over child sexual abuse material (CSAM). Apple told Bloomberg’s Mark Gurman that a review found Telegram had violated its guidelines prohibiting such content.

Users who already had Telegram installed were able to keep using the app during the removal period. Apple restored Telegram to the App Store the next day, saying the company had promptly removed the CSAM content in question and banned the user responsible for posting it.

Telegram’s Response

Telegram reacted sharply to the takedown on X, questioning whether Apple would apply the same standard to other apps in the future. A company spokesperson told The Verge that Apple was wrong to disrupt the communication of a billion users over the actions of a single person.

Pavel Durov’s Claims About an Extortion Attempt

Telegram CEO Pavel Durov offered a different explanation for the incident. He alleged that an extortionist planted CSAM in a public chat specifically to trigger the app’s removal from the App Store. Durov also claimed Apple pulled the app before contacting Telegram about the issue.

According to Durov, this pattern involves automated accounts or bots inserting illegal content into public groups and then reporting it directly to Apple, an attempt to get communities removed when their owners refuse to pay the extortionists.

Telegram’s message-editing feature has drawn scrutiny before. In India, the National Testing Agency had asked Telegram to disable the feature nationwide until June 30, saying it had been used to fabricate fake “paper leak” evidence tied to national exams.

Defending its moderation record, Telegram said it removed more than 337,900 groups and channels linked to CSAM in 2026. The company’s safety page also states it blocks tens of thousands of groups and channels daily and removes millions of pieces of policy-violating content.

A Pattern of Regulatory Trouble

This is not the first time Telegram has faced pressure over its relatively hands-off approach to content moderation. The platform has previously been linked to scams, piracy, terrorism-related activity, crime, and disinformation.

In India, the government had ordered a five-day block on Telegram earlier this year at the request of the National Testing Agency, after the NEET undergraduate medical entrance exam was cancelled amid paper leak allegations. Authorities believe the platform was used to circulate leaked questions and coordinate between students, middlemen, and other parties involved.

At the same time, Telegram remains widely used by protesters and news organizations operating under authoritarian governments, largely because of its resistance to government pressure and surveillance requests.

Durov’s own legal troubles have continued as well. After his 2024 arrest in France, he was later allowed to leave the country temporarily as the probe into criminal activity on the platform continued. Russia has also issued an arrest warrant for Durov, alleging that Telegram facilitates terrorism.

Why This Matters

The brief takedown highlights the tension between platform accountability and the risk of bad actors weaponizing moderation systems against the platforms themselves. If Durov’s extortion claims hold up, it raises uncomfortable questions about how easily determined actors can manipulate app store review processes to target apps used by hundreds of millions of people.

For everyday users, the episode is a reminder that even massively popular apps are not immune to sudden platform-level action, and that the systems designed to catch harmful content can, in rare cases, be turned into tools of disruption.
